Dr. Cruz received a medical degree in 2013 from the University of Puerto Rico School of Medicine in San Juan, Puerto Rico. He completed his U.S. residency through the Fifth Pathway Program at the Richmond University Medical Center in Staten Island, NY, after training as from the Universidad Autonoma de Guadalajara in Guadalajara, Jalisco, Mexico.

Prior to joining OIC, Dr. Cruz worked with New Horizons in Brookline, MA. During his time with New Horizons, he worked in several capacities, including as a physician, associate medical director, laboratory director, and medical director.

Dr. Cruz is a member of the American Society of Addiction Medicine, the American Academy of Addiction Psychiatry and the American Medical Association among other professional organizations. He has a special interest in serving underprivileged populations and giving back to the local community. He is a certified HIV Specialist through the American Academy of HIV Medicine (AAHIVM)
